An Electrical Installation Condition Report — commonly known as an EICR — is a formal assessment of the safety, condition and compliance of a property's fixed electrical installation. It's the electrical equivalent of a boiler service, and it's something that every property owner in Edinburgh and the Lothians should take seriously.
In Scotland, the law requires that privately rented properties have a valid EICR in place, issued by a registered electrician. Landlords must carry out an EICR at least every five years, or at the start of a new tenancy if a new tenant is moving in and no valid report exists. A copy of the report must be provided to tenants within 28 days of the inspection. Failure to comply can result in significant financial penalties
For homeowners, EICRs aren't legally mandatory in the same way — but they are strongly recommended, particularly if your property has older wiring, if you've recently purchased a home and don't know the history of the electrical installation, or if your insurer or mortgage lender has requested one. Many homebuyers in Edinburgh and the Lothians now commission EICRs as part of the purchasing process, to understand the condition of the installation before they commit.
